I need something, a spray or some type of cleaner, to add a tacky feel to the wheel.

Gun control is not about guns.
Maybe an addon Steering Wheel cover.
Driving gloves?
Wrap it with old fashioned black cloth electrical tape. I did that to my old John Deere tractor that doesn't have power steering. It's tacky and has a textured grip.
Or shooters adhesive. Or both.
In cab or cabless tractor?
In a cab - nothing trumps leather. Outdoor use there is a leather substitute made from silicone which doesn't degrade in UV light. Either are cheap and easy and long lasting as long as you're meticulous with your wrapping and cordage application.

A little soap and water. Clean it real good. You might be surprised.
Could just add one of these!
The International H I mowed with as a kid had one, so does the F5 stock truck. Gotta say, hitting a gopher hole wrong with the front end of the H would end up sending that sucker right into the web of your thumb. But you didn't have to worry about how slick the steering wheel was.

I always put a Leather Steering Wheel Cover on all my car's steering wheels ...
Not only because of the "sticky wheel syndrome" but also the "Hot steering wheel syndrome " after a car sits in the sun ... it gets too hot to touch .
I used the Lace-On kind for years , lacing is easy ... but they now make a sSitch-On wheel cover that looks very nice ... but you have to stitch it on and it takes just a wee bit of sewing skill ... not too much though !
Both types run about $15 from the Wally Mart Store .

Wrap it in 550 cord, many colors to choose from!

The best way I've seen to make something sticky is after a little kid has had pancakes for breakfast--
tell them not to touch it.

OK People. Enough of this idle chit-chat.
This ain't your Grandma's sewing circle.
EVERYONE!
Back to your oars. The Captain wants to waterski.
I actually have an inexpensive neoprene (sorta) stretch type of slip over steering wheel cover that works very well. Wally world had them.
We used bicycle handlebar tape. Cheap off Amazon. Cushy, grippy, the bottom has sticky stuff to keep it in place.
Try some hand cream. I had a similar problem and it turned out my hands were so dry they slipped on the wheel (and I kept dropping things).
I have memories of soldiers being advised to remove Armour-All from tactical vehicles with Pepsi. Hope this helps.

I have been putting the genuine leather lace on style on everything I have or I should say I buy them and my wife puts them on. Get the genuine leather. Some are imitation leather and the skin will flake off after the first year. My hands sweat a lot in the summer and make a mess of steering wheels My older cars with wood wheels really caught heck. I just got one in the mail today and it was 11.00 with tax & shipping. My wife likes to put them on and after she is finished you can't tell the steering wheel has a cover.
Only cars I remember having trouble with a slick steering wheel was a 1969 Dodge Polara and my 1973 Charger I first I wrapped with friction tale for Bicycle handle bars the second got a leather wrap . I see a lot of stretch on steering wheel covers Walmart has them Measure the diameter before looking .
for another bad idea: Maybe just spray the steering wheel with DEET insect repellent it makes everything else either goey or tacky!
When I think back on all the **** I learned in high school it's a wonder I can think at all ! And then my lack of education hasn't hurt me none I can read the writing on the wall.
