Just from shape of it I'm betting it might be lino type or solder its set up for a feeder type pot that lowered the ingot into melt as needed. most plumbers lead was a ingot in cup cake shaped ingot to be added to the pot by hand. the other reason I think this is weight of ingot t 63lbs a feeder is the logical thought.
At Campbells we had 99% pure tin in 30 lb ingots for soldering side seams of cans in the can plant. they were set up the same way with the hole on each end. a chain driven mechanism lowered them into the pot as needed. ( 800-1000 cans per minute took some solder LOL.)
On another note. If you have access to "big rig" weights, grab 'em. My son drove atruck and us eto get half a 5 gallon bucked for me occasionally. These seem to have more tin/antimony mix than car weights and are sure easier to melt down than car weights and less clips./beagle
diplomacy is being able to say, "nice doggie" until you find a big rock.....
Sorry but this looks more like a common soft lead "pig" that has been drilled to mount for a counter weight. I notice a lot of marks on the ingot that would not be consistent with Lino, and there is a lot of oxide on the surface. Murdock is likely the foundry that produced the ingot. Did you Google Murdock?
The appearance of the exposed surface has no suggestion of the presence of tin. Smack it with a hammer and tell us if it rings like cast iron or thuds. Dusty
Added: Murdock in Dallas, TX make shot as shown in this link to Ebay. For illustration only, not a shill.

63lb...…… if that's not a counter weight, it's a wheel weight off of one BIG truck.

OK People. Enough of this idle chit-chat.
This ain't your Grandma's sewing circle.
EVERYONE!
Back to your oars. The Captain wants to waterski.
That's just a lead pig. Even Roto metals sells them like that. I have a Shelby one.
I would guess that by the color and the dings and scratches on it that its pretty soft. Nice Score!
On another note, I scored a 10 oz and a 12 oz truck weight last week.
I often feel a twinge of jealousy when someone close to me gets a good score.
Looks like soft lead to me.
I've melted down several similar that were all soft lead. Great score!!!
