I have 200 30.06 cases that are .015 bumped back more than my chamber. Is there a way to bring them back to .0015 for my chamber?

Refire form them with a charge of pistol powder and a light amount of dacron fluff. Or load long with billet into rifling and shoot. .015 is alot .0015 is about right. You might consider annealing before just to get them soft for this.
Country Gent is correct, anneal first then fire form, be careful with the sizing die, was the chamber cut long or will new cases fit properly.
With a long chamber be careful with new purchased ammo.
What I have done in the past is neck them up to the next caliber (.338 in this case) then neck them down to where they will just fit into the chamber. This way you are not wasting powder and time and you can be assured that you will not have the head stretch

That is, I think, the best way, although it needs some kind of tapered expander rod. But check how your extractor holds your cartridge to the bolt face. Maybe it leaves no play, and you couldn't have the case head .015 from the bolt face if you wanted to. If you are one of the select few who use a falling-block rifle, see what bits of adhesive label or foil on the front of the extractor will do.
Expand the necks to .35 or .375 if you can. Then neck back down to a crush fit in the chamber.
