From the estate of a 30-06 Springfield reloader:

If it was easy, anybody could do it.

What MR45 said , that is the combination tool that goes in the Garand cleaning kit that stores in the butt stock.

Yes, the handle for an M1 Garand's cleaning rod that doubles as a combination tool. Very common item, really. The threaded end of the rod screws into the threaded hole in the center that swivels to follow the rifling, and the other hole is used for insertion of one of the rod's sections and acts as a T-handle when the stepped area at the small end (shown to right in photo) is inserted into a tight gas plug to loosen it for stripping.

Thank you one and all - especially DG for describing the way in which the item is used. I had no idea. I am not a Garand Guy but am learning here one day at a time.

The opposite end from the screwdriver end is to remove the extractor from the bolt.
