I've seen similar in dessert areas, the wind blows sand and eroded the bottoms. Does the area have sand, or small pebbles?

Very interesting! Around here a similar formation is called a hoodoo. But that somehow looks different.

Can you give us a location and basic geology of the area? Different forces if old lake bed or if in a desert or on a mountain.

Well I know it was not located in WV, because someone would have put a tree stand on it, or there would be pot marks from rifle rounds as it would have been used for target practice!

Could it be an old lava vent that had the surrounding material eroded away over time?

It's an Alien Life come down to capture Hickok and take him back to experiment on him.

The tracks around the base show that wildlife or livestock have been rubbing against it.
Go now and pour yourself a hot one...

This rock is located in a washed out area that drops off into a creek that runs thru low rolling hills in the foothills of the Sierra mountains in central Ca.
The top of the rock is the same height as the surounding area but has had the soil around it washed away into the creek over many many Years.
It has 4 holes located near the base with 2 shown in the photo and appears they were water/steam/gasses caused.

    Good Shooting

It's neat and unusual but not sure if it will go over so well on our Christmas cards!

My guess is some type of artesian(sp.) minerals coming to the surface, apparently of two different types.

Some parts of Cali have geothermal areas. These waters can force their way to the
surface and contain huge amounts of dissolved solids. As they cool they drop out
lots of a limestone type white material. I suspect that this was a geothermal vent,
filled with lime over time and probably had the water source removed or changed
from earthquake activity. The top part looks a LOT like old dead geyserite from
Yellowstone park, made this same way from flowing hot springs water.

So - hot springs/ geyser, likely.

If it was easy, anybody could do it.
