    CMP M14 Announcement

    Announcement. By special authorization, the CMP is pleased to announce the future availability and sale of surplus M14 rifles. Prior to sale, the rifles will be modified to be permanently and irreversibly semi-automatic rifles. The modified semi-automatic M14s will be fully compliant with CMP enabling legislation authorizing the transfer and sale of military surplus .30 caliber rifles.

    Details. The CMP anticipates first order fulfilment in the late 2026 to early 2027 timeframe. More details will be published on the M14 order submission process, pricing, limits and sales channels (mail order and physical stores) at a later date. Proceeds from the sale of these and other historic firearms allow the CMP to teach firearms safety and marksmanship, conduct competitions, and provide scholarships and youth programs, nationwide.

    Background. Designed by John C. Garand, the M14 is the direct descendant of the M1 Garand rifle. It is a 7.62 rifle officially adopted as the U.S. Army’s service rifle in 1957. The Civilian Marksmanship Program is singularly authorized to modify these rifles and make them available for sale to eligible US Citizens.

    Wow! I didn't think this was possible with the once a machinegun always a machinegun rule. In the past the feds have recalled receivers that were converted to semi only because the were not demilled correctly. The receivers were saw cut instead of torch cut so the owners had to turn them in or it was a felony.

    I don't see how the CMP got a waver for one of the NFA's golden rules but if they did these rifles will be unbelievably expensive.

    Why should surplus M14s be "unbelievably expensive?" The American taxpayers paid for these guns. The government is privilaged to use these guns owned by the citizens.

    In 1965, I paid DCM $17.50 plu $2.50 postage and had an M1 Carbine delivered to my home. I have that gun 61 years later. The CMP has jacked the prices of surplus arms up to what the market will bear! Why? CMP is not making these surplus arms, they are merely the custodian. Why are they charging $900 to $1100 for surplus M1911 pistols long ago paid for by taxpayers?

    Surplus M14s should go for about $100 each. If the price is $1,500+, well, at least CMP used a gun to make it look like ROBBERY! LOL. Amen.

    So, you have not read the Civilian Marksmanship Program's (CMP) charter. The CMP is not the old National Board for the Promotion of Rifle Practice. The CMP is a Federal Chartered organization and not part of Department of Defense like it's predecessor. Read the charter, It's not Federal Funded. It's finances come from the sales of ammunition, firearms, and other shooting related items. Maybe you should go price one of the many commercial M14 clones that are on the market. What I have heard were commercial receivers would be mated to USGI parts, what few remain, built into complete rifles. Remember Clinton destroyed thousands of M14s and gave away thousands more. Remaining stock piles are not going to be endless.

    Because the CMP was formed to sell rifles at "market price" to fund their shooting activities. "Market price" has changed over the years from when I first bought my CMP Garand for $400 and they are over $1000 now (didn't check recently). M-14's are already expensive and if these have the original USGI receiver I predict the prices will be astronomical. My guess is $6000+ and if they don't have many much higher.

    A lot of the state associations had m14s reworked to semi auto only for loaner guns to promote DCM/CMP programs, some clubs also had them and garands. I had one of the ORPA M14s signed out to me in the 80s. It still had the inner trip bar behind the op rod but selector was welded and tab on disconnector was cut off. These all were "issued" with paper work stating they were owned by the state but in your use. These were normally full match rifle builds, the one I was issued had a Obermeyer heavy barrel and was tuned.

    For a long time the 1911s stayed in storage until CMP worked to get them released. There are still a lot of shotguns, and other firearms in storage that havent been released yet. But the garands carbines o3 and o6s are running out along with the various small bore rifles. These were mossbergs, HR, Kimbers, win 52s, rem40x, and some others.

    These sales were supposedly to support CMPs matches and marksmanship programs. If memory serves I believe in the 60s I could have purchased a cmp/dcm garand for around $200.00 delivered to my door.

    I'm just going to guess that ATF has signed off on a means of cutting away the specific "machine gun" part of the receiver, leaving intact the majority of it which is now a non-NFA firearm, and then rewelding/machining it into a commercial semi-auto type. I have seen M16 parts kits with the fire control pocket of the receiver cut away being sold as title one firearms and supposedly ATF signed off on it. After all, they have reclassified some pre-sample machine guns as transferable, which still makes no sense to me although I'm not complaining about it!

    Evening, I just saw a video about this from someone I 85% believe.........almost 500,000 were destroyed by the former governor of Arkansas.,....1.4 million total produced and 30,000 were on a lend program to Taiwan many moons ago..... following thread ....thank you

    The article I saw said the ATF had approved a method of irreversibly modifying the M14 to be semi-auto only. Takes away most of the appeal of ownership, IMO.

    The full-auto capability of the M14 was probably its dumbest feature - the rifle is a horrifically poor BAR substitute.

    If it was up to me, we'd have upgraded the M1 with the M14's gas piston and roller bolt lug, modified it to take BAR magazines, left it semi-auto, upgraded our "WW1 Prototype" BAR to the improved Belgian FN-D variant, and skipped the silly 7.62x51 / .308 Winchester experiment entirely. Since our current belt-fed FN MAG 58 / M240 is nothing more than an inverted BAR, and the minigun/Gatling works fine on a MUCH larger scale, I'm sure both would have been perfectly happy in .30-06 as well.

    But as it came, the M14 was an improved Garand made with a lot of WW2/Korea experience and technique. It's forged and milled the likes of which we're probably never going to see again, and most of them probably didn't get much hard field time. Let's see where the price lands.

    Every M14 was not intended to be full auto. Most all were issued w/o the selector switch and were semi auto only. The M14E1/M14A1 was the "BAR substitute". Having had years of experience using both and training personnel in the proper use of them I've found when used correctly by a trained soldier the M14A1 was every bit as effective as the BAR. When used incorrectly by untrained personnel neither are effective and neither are any better or worse than the other.

    When it was "DCM" the cost was mostly to do the lengthy FBI background check and shipping of said firearm.
    Now it is "CMP", less costly to do the background check due to computers and the cost of already paid for firearms became astronomical.
    Why I have never bought anything from CMP.
    Of course this is my most humble opinion.

    Mods, please move this to the pit since that is where political discussion is supposed to go. I was hoping to keep politics out of this. Can't talk about the why of current CPM pricing without getting into the politics of why it currently is the way it is.

    The DCM was formed after TR observed how poor the marksmanship skills were in the Spanish-American War. Clinton/Gore had hundreds of thousands of M-14's destroyed along with most of the spare parts. That only had a significant price increase on civilian versions due to GI parts scarcity.

    The current prices on any CPM sales are due to the Clinton/Gore admiration killing the DCM which was a Department of the Army designed to promote Civil Marksmanship. In the late 80's two dollars paid the entry fee into EIC (leg matches) plus no cost ammo. Once you qualified you could purchase one per lifetime M1 Garand from the DCM for $89 dollars. Later that was raised to $125. Mine was $89 plus about $10 shipping. Dad's was $125 with about the same amount of shipping.

    After Clinton/Gore eliminated the DCM, the mostly Repubs were able to get the CMP approved as a civilian program. The funding for the CMP comes from sale of surplus firearms. That is why the CPM prices are basically current market prices.

    As to me PMing you what good would that due since you and I have had this discussion at least three times in the past. You already know the answer that price from the CMP are designed to keep the CMP programs alive and is a necessary evil.

    While I much preferred the DCM under the Army and taxpayer funded the Dems didn't see it that way. They also almost were able to stop the CMP from being Congressionally authorized. The CMP is doing what it takes to keep the programs alive within the Congressional mandates. The CMP is not the problem it is the symptom. At one time that was the only funding for the CMP and may still be that way.

    Since you post the same complaint every time CMP pricing comes up you are long past due to explain how the CPM shooting programs will be funded without significant revenue from the Congressionally mandate sales? I won't hold my breath is I asked the same to you before without any recommendations.

    The Civilian Marksmanship Program (CMP) has made an announcement many collectors and military rifle enthusiasts have been hoping to hear for years: surplus U.S. M14 rifles will be made available for sale to qualified American citizens. According to the CMP, the rifles will first be modified to function as permanently and irreversibly semi-automatic firearms before being offered for purchase.

    The brief announcement leaves many questions unanswered, but the significance of the news is difficult to overstate. The M14 served as the U.S. Army's standard service rifle beginning in 1957 and remains one of the most recognizable American military firearms ever produced. Developed as the successor to John Garand's legendary M1 rifle, the M14 chambered the new 7.62x51mm NATO cartridge and incorporated a detachable box magazine while retaining many design features familiar to Garand users. It was intended to replace not only the M1 rifle but also the M1 and M2 Carbines, M3A1 Submachine Gun and BAR. Ultimately the M14E2/M14A2 Squad Auto variant was not successful.

    According to the CMP, the rifles will be sold under a special authorization that allows the organization to modify and transfer surplus M14 rifles in compliance with federal law. The rifles offered for sale will not be machine guns. Instead, they will be permanently converted to semi-automatic operation prior to transfer.

    The CMP currently expects first order fulfillment to begin sometime between late 2026 and early 2027. Additional information regarding pricing, eligibility requirements, purchase limits, and ordering procedures will be released at a later date. The organization has indicated that both mail-order sales and sales through its physical stores are being considered.

    For decades, collectors have speculated about the possibility of genuine U.S. military M14 rifles becoming available through the CMP. While commercial rifles such as the Springfield Armory M1A have long provided shooters with a civilian version of the design, original government-owned M14 rifles have remained largely out of reach.

    That reality makes this announcement particularly noteworthy. The CMP states that it is uniquely authorized to modify and sell these rifles to eligible U.S. citizens. As with previous surplus firearm programs, proceeds from sales will help support firearms safety training, marksmanship programs, competitions, scholarships, and youth activities across the country.

    At the moment, many important details remain unknown. The CMP has not announced pricing, grading standards, manufacturer breakdowns, or the number of rifles expected to become available. Those answers will likely determine just how competitive the market becomes once ordering opens.
