Yeah, the horn would let go before the plug. The problem with epoxy or other glues, is the horn and wood are both dynamic, and change with the temperature and humidity. It can actually separate the layers of the horn if you use glues. Been there, done that.
I use beeswax to seal in the end plugs, and pin with thorns from a hawthorn outside my shop. Beeswax is more likely to keep you horn sealed, and if a leak of crack is detected, it's easy to rub on some more beeswax.
The solid soft lead bullet is undoubtably the best and most satisfactory expanding bullet that has ever been designed. It invariably mushrooms perfectly, and never breaks up. With the metal base that is essential for velocities of 2000 f.s. and upwards to protect the naked base, these metal-based soft lead bullets are splendid.

I never knew that any one collected possible bags, though there are many beautiful antique ones in museum's. is there a book on the subject? just curious.
Neither is a dedicated work, but The Muzzle-Loading Cap Lock Rifle, by Ned H. Roberts, and The Kentucky Rifle, by John G. W. Dillin both have some content and photos.
T.C Albert's Recreating the 18th Century Hunting Pouch focuses on the craft of making copies, but it has reference photos, and the patterns are all from original examples.
