I bought a reloading package and there's a powder measure that has no adjustment and it has a 1 stamped on the drum. Is this for black powder?

I believe the drum is the actual powder measure. You replace the drum with the one that throws the charge you need. In this its similar to the rcbs Lil Dandy. Its a smokeless powder measure. I suspect black powder would be a very small charge.
