Something that helped me was a Lee universal case mouth expander that works with tapered plugs. Unlike a typical expander that widens the neck and flares the mouth, the Lee only flares the mouth. I use it for everything from .22-.45cal rifle cases. No bulges and no lead shaving plus good neck tension.

That die only flares the neck, it doesn't expand the case neck. The Lyman "M" die does both. There shouldn't be any issues with consistency if the die is adjusted in the press correctly. Just run each case into the "M" die all the way and they should be the same. The Lee die is better than nothing but leaves a lot to be desired as well.
