Hornady came out with the XTP in 1989 and Speer came out with Gold Dot in 1992. Is modern 9mm ammo really that much more effective? There is one modern 9mm that is more effective: .357 Sig.

Back to the OP - I put 3.7 gr of Silhouette under the RCBS 9mm-147-FN and measured 800 fps @ 7 yards (SD=7fps). It was very accurate and soft shooting.

Indeed, the 9x19 is really nothing more than an autoloading .38spl. But as American police have proved over decades and decades,...the .38spl. is entirely capable as an adequate defensive pistol round. But that was done back when people tended to know how to shoot and actually put rounds on target where they needed to go to get the job done. Is .38 or 9mm the best defensive pistol round? Of course not!! But it is about the smallest powered round you can shoot well with minimum recoil that actually has potential. If you can master and effectively deploy 10mm or .45acp,...you definitely should.

9mm +p is a bit better than 38sp +p in 4” bbls, superior to 2” snubs. Todays jhp are far better than the days of 38sp or early 9mm expanding.
If you shoot a 45 well, you’ll shoot a 9mm+p in a smaller gun equal or better.
