The small ovens are definitely a compromise.
Was it set on Broil or Toast instead of Bake? Usually (not always) the Bake setting fires up only the bottom element. Broil the top element and Toast does both. Using the top element means the radiant heat is an issue and can raise temps of the bullets a LOT.
I've also had a problem with my small convection oven with the placement of the pan. If I don't push it in far enough for circulation around the front of the pan I get very inconsistent temps.
