I can’t tell without more pictures, but at first guess, I’d say it could be some sort of bullet lube pump(?)

It’s Herter’s knockoff of the Pacific boolit sizer-luber. Worked sort of like the modern Lee, mounted on your reloading press with a plunger rod in the shell holder, except you turned the knob on the reservoir to grease the boolits as you sized them instead of having to pre-lube them.
