Try 3.2 to 4 gr of Bullseye under that 115 gr bullet. No wad or filler. I use NS'd fire formed cases with were formed from '06 cases with the flash holes drilled out with a #28 drill.
I have 3 M91s and a very nice DWM M1909.
No experience with WC872. I use 28 gr of 4895 with a dacron filler under a 314299 sized .314 for excellent accuracy.

The WC872 will give a very mild and usually accurate load, You will need to use a compressed load to get it to burn well.

There have been quite a few threads on those powders on this site. I bought an 8lb jug of WC867 and used it in 303B and 30-40 rifles. Worked well.
I get about 2300 fps with a near case full of WC872 and a bullet heavier than 150 gr. It can be improved with a kicker of 4-6 gr of a fast RIFLE powder such as 4198.

I bought an 8 lb jug of WC 852 from Jeff Bartlett back in the 1980s. On the jug it said load like IMR-4831. I had seen some before that said load like IMR-4350. I called the St. Marks powder factory down in Florida and was connected to a technician who told me that either could be correct. He said that WC 852 should be closer to IMR-4350 but he knew of at least one batch (several train car loads) that was much slower. His advice was to be safe and load like 4831 or work my way up to 4350 loads at my own risk. Get a powder tech to tell you that today.
I know you said WC 872, but the same principle applies. Find out what it should have been similar to and go slow. No exact match guarantees on surplus military powder from one batch to the next.
I have used WC872 in the 7.65X53 ARG. with the Lyman 200gr. and it was low velocity and very dirty. H1000 with the same boolit was able to achieve almost 2,600 fps. Lots of recoil.
4895 is much better.
I usually shoot 12 to 14grs of Unique with a boolit depending on which one of my six 1891s I'm going to shoot.
I was thinking about 7 gr of Bullseye with the 314299 bullet?
The 308 Winchester and 7.65 x 53 have similar case capacity, performance, and load range.
308 Win Case Capacity 3.6 cm3 (56 gr H2O)
7.65 x 53 Case capacity 3.70 cm3 (57.1 gr H2O)

I would use the same load data in your 7.65 x 53.
