I'm not sure. Even in magnum handgun cartridges where there's better load density H110 needs magnum primers for good ignition. It's not just about the burning rate, it's also about surface coatings and additives. I'd be reluctant to use reduced charges of H110 in rifle capacity cases because I don't think it would develop enough pressure for proper burning, and would probably have a lot of shot to shot velocity deviation.
