Navy Arms perhaps? It should have importers barrel stamp somewhere on the barrel if it came back post 1986? I'm just guessing.

If it is on the right side of the carbine stock, then it is an ordnance acceptance stamp. Each manufacturer had their own version. It was placed on the stock after inspection and acceptance for the military. It is generally referred to as the Ordnance Wheel. "All carbine stocks" had one (there were a few exceptions). Some were "erased" when the carbines went through rebuild due to the stocks being sanded and "refinished". And just so you know, the "ring" is actually a belt. The buckle is at the bottom. The tiny circle inside the belt at the top is a "Bomb" and the flaming fuse is above the belt.
