I have no experience with your problem! How about using 3 pins or sticks to center the ball in the wad, then pour in some COW and tamp it down a little then remove the pins. You should probably weigh your balls to see how many you can stack to get the right weight and height. More than two might be an issue! I have to applaud this group since the OP actually got some usable advice.
