I would call it something like an axis pin or link pin. I can just about guarantee it is precision ground and hardened because of its job and location.
Maybe if you post this in a forum more heavily traveled by bench tool vs hand tool users, you’ll get a better number of readers. If it were my question, I’d post simultaneously in the “Reloading Tools” and “Vintage Tools” forums on this site... lots of good help in both of those places.

Take the press to a good hardware store and get a hardened dowel pin slightly bigger than the hole/an "interference fit". Or a lynch pin with a cotter pin or spring pin...

I think a pioece of the right size drill bit cut to length would work. I have a press very simular to that one. Mine is red and the handle is mouned different.
The pin you need can't be any longer than the piece it goes through. If it is it will hit the frame before the ram comes up a bit more than 3/4 of the way.

Or just go to CH4D and have them mail you a link pin. Really nice folks there.
CH4D still has some replacement and Universal parts for presses .
They had some universal parts for both a Eagle Cobra 300 Press and a Lyman All American Turret Press that allowed me to get them back into reloading ammo .
I'm using both now thanks to CH4D ... great people to do business with .
