Ed Harris did a write up quite a while back addressing the reloading of military calibers of varying load data including 7.62x39. Very good information.

I shot 50 shots out of my Mini Mk X of the 2.7 gr Bullseye/90 SWC once with the same case (IMI case with WLR primers) and didn't get any shoulder set back. That's not to say it wouldn't happen with other brands of cases. Suggest trying some with standard flash holes to see if any shoulder set back occurs. The flash holes can always be drilled out if necessary.
