Yup. The powder coating you're using is adding to the dimension of your bullets making them too large for the chamber of that particular rifle. Gp
43PU I have two 300 B.O.s a Handi rifle and an AR upper, neither will accept a bullet who's nose is larger than .301 and that's tight. I either shade the noses of the bullets when I powder coat them or nose size using the Noe system. Gp
Does this happen when you chamber a round or just pulling bolt back across magazine?
Chamber jam is evident, crimp is super much. Could be a chamber loading scrape/feed problem.

I'd seat them down to the crimp groove and use a lighter crimp. As for the brass, the third lug of the bolt riding over the rounds in the mag, perhaps.
I would not worry about the bullets, look at the ring around the case in front of the web. Almost looks like a case head separation waiting to happen.
AR or Ruger mag? Either way, I'd suspect too much follower pressure. Also check the bottom of the bolt for machining marks/burrs that need to be polished out.
is the PC being removed most of the way around the first band or only in the portion pictured .. If all/most of the way around PC'ed drive band is larger than chamber
