In a Ruger #3 (22" barrel, I think), I get 1420 fps with 35 grains Reloder 7 and Lyman #457193 plainbase flatnose, 420 grains wheelweight alloy.

You really need to get yourself a Lyman Cast Bullet Handbook.

I stopped in Barnes and Noble the other day, and while browsing around I came across the Hodgdon 2016 Annual Manual. If you can find Varget or H4895, it has loads exactly in the velocity range you're looking for. The max load of H4198 gets close to, but not quite as fast as you're looking for.
