Either Lyman M die or the Lee Universal flaring tool. I don't think either are expensive.

Prior to my getting the Lee universal tool I used a center punch and a light tap of a hammer to do the same thing.
But it would vary some, some cases would have a bit more flare than others. I still see some of that with the Lee Tool, but have learned a couple of tricks to help finesse it, like using my fingers in the press like a depth stop, keeps me from horsing on that handle and splitting a case. Nobody ever said I was suave and deboner.

I have the lee flaring die set up in a lee single stage die next to my Dillon 550. When loading my 22 Hornet and 223's I take the pin out of the dillon and after indexing I pull the case out of the powder station before droping powder and slide it in the lee and flair then return to the dillon and pull, index and repeat. I only neck size so did not want to use m die and already had flair die and lee and don't care about speed so set it up this way for me. I shoot NRA metallic steel with 22 hornet with thompson contender and only use 80 rounds per match so speed is not necceary. The lee flair die has been consistent for me.

Why don't you just lightly chamfer the inside of the neck?

You may have to cut the C funnel shorter, I have several funnels that I've shorted up so I can use them on everything from the 30 carbine up to 30-06. Works fine.

P.S. yes, a lathe really does help but it can be done on a drill press.

One way I've done bottle neck rifle. Size and decap on a single stage press. Tumble clean lube from brass. Then set a Lyman or RCBS neck expander die in station one of the Dillon 550.

contact the guy that is running this auction
    http://www.ebay.com/itm/G-S-Custom-p...item4aed494689

Tell him you want a pistol style powder funnel for 30 cal and he will hook you up
alternately the funnel for carbine will work but its for a shorter case
