Those are the little crimp locks the electric and/or phone companies used to use on the meters. The small cables have been cut off.....I'd treat them as soft lead, like stick-on wheel weights.
When I worked in hydraulics, adjustments on valves and motors/pumps were lock wired and and crimped on seals were used. Those look like the crimped on seals. Soft lead.

It could be safty locks that were used sometime ago.they woul have a tool to crimp the wire leads on natural gas meters and electric boxes and such.
My grand father used them when he worked for the gas company,they are tamper seals for meters/valves.
He had a special set of pliers that had the company logo on it,they had a copper wire to form a loop.
The ones he had were soft lead.
The company I work for uses seals similar to that but with string rather than wire. We use them to seal money bags to maintain accountability. I get them when they open the bags, the seals that is.

Funny, I didn't even notice the wires sticking out until you guys mentioned it. Ended up with a small pile of short copper wire pieces on top of the melt. Soft lead just like you said. Thanks all.
