While you are looking for a scope mount/ base, one for a Remington Model 7 also fits the Type 38 Arisaka. It will require drilling and tapping the top of the receiver though.

My first one came to me drilled and tapped, luckily the gunstore had a rather large selection of bases and a good chart.

My 38 has the same safety knob as the OP’s rifle.
The type 99 that I had had a smaller knob- I think that there are variations.
Mine can be worked on and off with my right thumb, once I learned the feel of it.
I’m going to take mine down to investigate the inconsistent trigger pull- it’s annoying.

It is compression of the mainspring that makes the safety hard to work with the thumb. The amount of force that most of the mainsprings have is not necessary for proper ignition or even lock time. You might consider removing a coil or two from the mainspring. That's what i di on my M38 and now operation of the safety is easily done with the right hand thumb [I'm right handed]. Ignition is fast and sure.

TbG ~ Let us know about the finding of your tear-down. The trigger on my Arisaka is very inconsistent, too. The use of my safety is too hard for me to do it one handed. The palm pressure required is more than my thumb can accomplish.

I am just a little curious about the discussion about type 38's. The one I had had a lump on the safety but I noticed that the picture on some had a groove. Is the spring pressure the same on both or is it different. I have never owned one with the groove. james

The 38’s were “outties” and the. 99’s were “innies”. Spring pressure seems about same on mine…have two of each.

I think that I figured it out.
The pin holding the trigger to the reciever took a pretty good hit to move- when I got it out, I polished the burrs off then took a rat tail Swiss file to the pin holes on the trigger housing. Just to where the pin moves with a little effort; but not too loose.
Some light work with Arkansas stones on the sear/ firing pin surfaces while I was at it.
It went from 6-7 pounds to a consistent 3 pound pull.
Apparently the tight pin/ hole situation was the culprit.
