We've been blessed to be able to have gone to Ft. Belknap Reservation in north central Montana for more than twenty years now. We specifically hunt cull cows, and though the herd hunts are coordinated by the buffalo program manager, plans can change depending on the tribal council.
It is as truly historic as a buffalo hunt can be, depending on weapon choices.( It's fairly easy to drive up within a few hundred yards of a herd,(and to use a modern scoped high power rifle would be shooting and not hunting, at least for me..) but is challenging to get within a hundred yards or less. Then to pick out an old cull cow from amongst a swirling herd of bison, and be mindful that most of these old buffalo guns will shoot right through.. They usually do have a few "trophy" bull hunts, and they can be huge animals. The big old "bachelor" bulls often hang out in groups of a half dozen or less, and can be stalked if up on the butte, among the rocks.
All that said, as this year was my 25th buffalo,( used an original 1819 flintlock Hall rifle) and I typically set up for "a stand" along a coulee, where the herds often go( and select a cull cow for myself or one of the boys) - I don't know he would manage a hunt for others..? I used to raise a few buffalo, but my wife asked me to get rid of them as I tend to make pets out of everything. And bison never really get tame... she figured one would be my end some day, and realizing she 's usually right I haven't had any for at least 15 years now...
Colton's ArmiSport carbine likes a fairly heavy bullet, and I compromised between limited powder space and accuracy, using a bullet that looks a lot like the Accurate 51-370J and weighs about 375 grains out of 20-1 alloy. Can only drop tube and compress about 37 grains of 2 f OE , but it shoots right through a buffalo cow. Between Zac, Colton and I , we've killed five with the Spencers, and within 100 yards they work as well as a 50-70.

Ft. Peck reservation also does buffalo hunts, and there are a bunch of private locations, but I've had no personal experience with them..
