I used a .5cc cuz it was on the bench. Here's what I got.
.5cc Scoop scraped level with a card:
    3.8
    4.0
    3.9
    3.9
    3.7

Lee Perfect powder measure dropped with no extra action taken:
    3.6
    3.3
    3.9
    3.4
    3.8
I rapped the body of the PPM after the last drop and it dropped .2gr of powder sitting in there

Lee PPM with 4 raps on the body in each direction of the handle. 4 raps to fill the drop, 4 raps dropping into case:
Same setting as the "no rap" drops
    4.6
    4.6
    4.6
    4.6
    5.0

If I were a guessing man, I'd wager that this series of 245-255 powders were all end-of-lot leftovers from this year's waterfowl hunting loads. And a half grain +/- would hardly be noticed.
I like this theory. And in a 30ish grain drop, I wonder what the variance would be?

How consistent is it in one of the 3.x cc dippers?

I had one of your empty .454 Casull cases under the bench:
    25.6
    25.5
    25.2
    25.6
    25.5

There’s another powder out there, I haven’t tried it yet, but got 4 pounds of it, called Competition by Ramshot. Shotgun target powder is the original use. But, the loading manual has data for 9 mm, if I’m reading it correctly. Might be worth a try, especially in these days of powder availablity hit or miss. Just my opinions.
I firmly believe that you should only get treated by how you act, not by who or what you are!!

Thanks, just looked it up. It falls between TiteWad and Clays on the burn rate chart so is fairly fast burning. There is a ton of data on it for 9mm on SHootersreference. Should be a good powder. Check it out.

Thanks for checking that for me. Those numbers don’t look as bad when there’s three digits instead of two.

And the flavor you bought says good for shotgun or something like that?

Too bad nobody is selling pressure testing equipment currently...

You're welcome. When I bought it the site said it was similar to IMR Blue. Now it says Blue Dot.

    “Works Well For Shotgun Loading”

Stated below the 45 data and above the 9mm data.

That's what I thought. Looks like a dipper is the best way to load it.
Is there another powder comparable in size?

Same shape as Blue Dot or IMR Blue but I don't know on the size compared to it.

What would happen to the burning rate of the Pepper Powder if it were to pass through a pepper grinder??

Generating static with the grinder could get interesting

Maybe put it in a coffee grinder and then remotely turn it on with an extension cord

Remember to first put out your lit cigarettes when you grind your gunpowder
