I have a couple of questions.

Has anyone used this m1 carbine scope mount from fulton armory?

Second question, does a red dot sight like the burris fastfire work better farther away from the eye?

I have found that the Burris Fastfire does work better a little further away from the eye. I don't have the Fulton mount you show, but I do have the Ultimak scout type mount on my 1944 Inland Carbine. I use it with the Fastfire 3. The mount replaces the top handguard and mounts very securely. I like to shoot with both eyes open and this setup works perfect for that. You can also easily mount a scout type scope on it as well.

That Ultimak rail is the bees' knees' IMO; rock-solid in every respect.
I just use scout scopes, tho.

I prefer them closer to the eye where the tube/body/whatever is blocking less of my field of view, but they're really pretty easy to adapt to regardless of location. . .

. . .which is good, because unlike a full rail AR-15 that allows you to mount it wherever you want to, with an M1, you'll mount it wherever you have to.

Yes, Red Dot sights work better farther from your eye. They will have less or no parallax and the size of the dot on target will be closer to advertised or smaller. I also have the Ultimak handguard/rail on my shooter M1 Carbine. I most often have a scope on mine but have used the Fast Fire and prefer it mounted as far forward as possible. Much faster to use on multiple target engagements that way with both eyes open. Much more precise if I close my left eye for small targets. Same when i put my Eotech on the M1 Carbine. I also mount them forward on ARs over the hand guard or on it.

That is way overpriced, here is one that will do the same thing, and suck just as much.

Some 35 years ago I bought a similar carbine scope base that required removing the rear sight, think it was made by S-K. It not only interfered with case ejection, the base was milled out of line with the bore axis. Couldn’t adjust the crosshair windage enough to zero the scope in.
The Ultimax system is far superior.
