    NTW Headstamp

I was searching for 6.5 Carcano brass online and found a listing for a brass with a NTW head stamp (photo). It is advertised as: "6.5x52 Carcano (Boxer) Primed Brass For Handloading by Prvi Partizan". I have searched the head stamp listings online and failed to find any mention of a brass case with a NTW head stamp. Does anyone recognize this head stamp?

NTW stands for northwest. It's Italian. I know basically nothing else!
I acquired 2500 rounds of military 9mm ammunition in around 2008 that was marked as such.

I guess that makes sense, since it is an Italian cartridge. Maybe produced by Prvi Partizan and stamped for their customer "NTW"? Not a bad price, $0.60 per round and primed. Vendor must have bought a large quality of overstock/surplus/whatever since it looks like the brass is being sold in baggies. Still could be good brass for the money.
