Unaltered black powder muzzle loaders do not need to go to an FFL, but you can't send the conversion cylinder in the same package, that must be sent separate.
What does this mean?

It appears to be a Pietta 1858 Target model .44 percussion which has had the original loading lever and percussion cylinder removed and a 5 shot .45 cartridge cylinder substituted (maybe a Howell cylinder).
