It seems that people who do almost nothing, often complain loudly when it's time to do it.
It appears to be periodic; it took me three tries to send a PM and three tries to accept your friend request. Persistence counts!

I've tried numerous times to accept and reject and even sent in a PM reporting it. I'm still getting the 1 Incoming Friend Request at the top right of the page no matter what I do.
