If it's just the one box, or personal stash, then he should be able sell it online to any US location (except maybe Hawaii or Alaska due to shipping) as long as there are no local laws, rules, or regulations in place on either side of the sale. He will have to use UPS ground if he is to ship though, and must be taken to a hub, not a drop off location.
