Has anybody seen one of these before???

Got this in a box of reloading stuff. Never seen something like it. The spring loaded pin seems to be for setting a primer maybe??? Removable brass insert for??? Ideas???

I think it is European, capper -decapper for Berdan primers. Never saw one with insert, but most likely for "caliber" change out. I have seen that done on/for old roll crimpers for shotguns. A bras insert will go from 14 ga to 12, 12 to 16. What caliber do you think it is?

I too believe it is a decapper/capper for Berdan primers, but just a very vague dusty memory from some old Handloader's Digest.
