Maybe , maybe not . Sometimes just the threat is enough. The Swiss and Swedes don't miss . I heard one time that a Swede general and a German general were watching some Swede troops having a mock battle . The German general asked the Swede " What would happen if 5,000 of my best troops attacked your best 5,000 troops ? " The swede general said " No problem , we just shoot". So the German general askes " Ok, what if I was to cheat and bring 10,000 instead of 5,000 ?"
The Swede says " No problem , we got plenty of cartridges , we just shoot twice".

I read years back in "American Rifleman" a similar quote but attributed to Switzerland.
But any country that can field a "militia" of accurate shooting rifleman is not the country / county to take lightly.
