I have used powder coated bullets with success in one of my black powder rifle cartridges. Used it both with and without lube felt cookie (without lube cookie, powder residue was just slightly harder) and I not notice a significant difference compared to my lube bullets...no leading and accuracy remained he same.
I'm sure they would do fine in a muzzle loader. A cap and ball shaves the ball. To fit, so the coating would do nothing.
