You sure it is a reloading tool?
Maybe it is some kind of gizmo to compress a spring, just a wild guess.
It's a spoke wrench for putting together and truing up wire wheels.
Depending on the size of the gap on the end, it'd be for cars, motorcycle, or bicycles.
Do a quickie search for 'Dudley tool Co.'
Then click images. There's a few pictures of it. ebay has some listed.

Wait a minute! The OP showed a tool for tuning the spokes on an extremely rare wire turret loading press. In a progressive mode the decreased weight of the wire turret allows a 10X increase in loading speed. Now you can put it back at auction at 10X the original purchase price!
