IMR-3031 has always been an old standby for me. I never loaded cast quiet that hot, more around 1700 to 1800 fps - and that was with LinoType .
3031 or 4895. can't go wrong with either one
RE-7 is my powder of choice but I never load mine quite that hot preferring to keep MV's around 1700 which is more than adequate for any deer I have ever met out to about 150 yards. I did terminal ballistics tests first to test alloys to decide that a softer alloy held together plus expanded much better with plenty of penetration. From memory without my load journal, the load is roughly 18-19 gr. of RE-7. Nevertheless, 3031 is the classic powder.
Hodgdon's Leverevolution will give top velocities with lower pressure. It is my go to powder with 30-30 and cast. I can easily get to 2000fps + in a 16" barreled M94 trapper.
IMR 3031 and 4198 are real favorites for pretty much all .30-30 reloads.

I have used Winchester 748 with a 180 gr Cast which is a very good load at around 1800 fps

IMR 4895 - 27.5 gr- Lyman 173 gr gas checked, gave 1500 fps. 10" Contender.

I use 29 grains of 3031 with 183 grain flat nose gas checked bullets. WW lead and quenched and powder coated and quenched. Flat out surprised me at 100 yards vs Remi Core-lokts I always shot. Made the remi factory ammo look like junk.
I need to shoot it in for drop at 150 and 200, but have not yet. Even if it can, I don;t feel comfortable with my iron site shooting on deer sized targets at longer ranges. The vitals look so small at 150 without optics.
Another for RL7 or 3031 for 150 GC'd cast bullets. I run the 30-150-FN RCBS at 2150 fps out of my 20" M94 and 2300 fps out of my 24" M94 with RL7. Both are original Winchester made with 12" twist barrels.

Looking at the RCBS Cast Bullet Manual - 30-30 Win. (rifle) model 94 - 20" bbl-tested
the non-ball powder that gives close to your requirements is 4895
150 gr. gas check sized .309 - RCBS 30-150-FN GC
starting load : 27.0 grs. 4895 @ 1896 fps
maximum load : 29.0 grs. 4895 @ 2002 fps
There is one load faster , 2054 fps with Win. 748 powder and a magnum primer , but I believe 748 is a ball powder and it doesn't make 2100 fps .

Powders I have used are IMR3031, blc2 and 748. Don't get to locked in to not using ball powders.
While ball powders can shoot hot the reality is you probably will not be shooting 100's of rounds in 5 minutes.

Guy's I appreaciate the help. I am shooting a 150gr. gas checked GT bullet. I know it will be fine in my Winchester 94, more concerned about running the bullet in a Remlin 336 with Micro-Groove bbl.
