Yes.
An M16 can set the shoulder back .001" by allowing the bolt to slam home on a slightly over size round.
But may stick in chamber & be hard to eject.
The extractor has a better hold on the rim in the M16, so there is little to no shoulder movement from the firing pin strike. Rem M700, same.
