    What make reenactment BP different?

What makes reenactment BP different from normal BP today? Is it less control over grain sizes? It seems to foul more. Why?

Less tight control over grain size, more dust. Also not usually glazed or tumbled.

I bought several pounds of it a years or so ago and the it’s just a big mix of grain sizes . I took the time to sift it all off and about 75%was 2-3F granulation best as I can figure The stuff I screened shoots just as well as anything else at my normal 50 yd targets

If I recall correctly re-enactment guys in my area used Skirmish, which is what we called "floor sweepings". I used all mine up in CAS and never even chronographed the stuff. As you shot, embers rolled out of the barrel and fell on to the ground. I do have one video somewhere.

If shooting a flintlock in humid conditions the unglazed propensity to absorb moisture can certainly make itself known.
And you can be surprised by the color of the fouling.

The equivalent they sell over here creates a lot more fouling then regular BP. That’s why I was wondering if there was a difference besides all different grain sizes. Maybe a little more charcoal?

Like maybe more charcoal would give them lower manufacturing costs for the ingredients?

Yes on less grain size control. Manufacturing "tolerances and methods" aren't as stringent because it's being used to go "bang" in blank. Can it propel a bullet, yup, accurately?- maybe but highly doubtful- fouling, probably worst you'll see. Again, this stuff is made for blanks, they don't care what happens in live fire.
