    Even with a drill press, a drill bit that tiny is going to wander. Very delicate operation to get that one out, I think.

    To keep the small drill bit from wandering.
    I start off using a centering bit just to mark the center of the screw you intend to drill.
    But the play in almost all household drill presses makes it hard.
    But can be done with a little practice.

    Usually, once an axial hole is drilled through, the screw becomes loose unless it is rusted.
    For rust one can use a drop of muriatic acid as long as blueing is not a concern.

    Some things I might try:
    Cutting a slot in the stub if you get to it.

    A very sharp punch on the face and tap it ccw?

    Last resort would be to drill the center with a much smaller bit and a use tiny easy-out. Breaking an easy out in the screw will make extraction 10x harder

    in past ive used a Dremel very, very carefully with a tungsten bit that was available at Walmart to cut into the top of broken screws. it one way to start a slot and then go to a Dremel thin cutting wheel to make screwdriver slot or to put a cross dimple in the top so have a place to start a left handed drill bit.
    ive found that by going slow, careful, methodically to persuade things apart has been my best way to approach these kind of things.

    If the head of the screw is sheared off, that means it’s stuck in pretty tight. I would first start with some real penetrating oil (not WD40) and wait. Maybe a week, adding a little each day, for it to have the best chance to do its thing. Drill a hole and use a good quality easy out. Some heat would help if needed.

    I just removed a snapped off screw from an old N type side scope mount. Not as valuable as your project, but similar in nature.
    Using a Dremel with a narrow cutoff wheel,
    I was able to cut a slot across the top of the broken screw, then used a screwdriver carefully back and forth and then back out. I had soaked it in Kroil first. Being under where the grips go, if you have to cut into the frame a bit to get purchase- at least it won't show.
