    I know this is an old thread, but you could put the #12 steel shot into a brass jacket and swage it into a frangible bullet. Should work great for that. Sort of similar to the Glaser Safety Slug, only steel instead of lead

    mk42 has it right its steel shot peen ive loaded in 410 good snake load .On the skeet field had hard time breaking birds on station 8
