    The unfamiliar reticle

Came across this reticle online. I kind of get that it is a modified mil-dot with some "aids".
But I am totally confused by the three graduated add-ons between 1 and 2 o'clock and 8 and 10 o'clock. What could their purpose be?

Just a guess, but the ones on the right could be for windage corrections, and the ones on the left for shooting up or down hill.
