I'm not an expert, but I'd tumble that brass and if it came out good I'd be loading it.
On another site a guy was begging for some .480/.475L brass and he could find none. Now his fancy handgun is for sale. These are tough times.
those appear to be minor tarnish blems and should polish out if tumbled with corncob or walnut shells.
Tumble and load.

I'd polish & use it unless there is some sort of pits/corrosion under the stain when you scratch it.
I run into all sorts of various stains without any evidence of corrosion on brass frequently.
None has ever been a problem beyond the visual appearance.

I’d check it with a fingernail and load it up, then polish it after I had shot it.
Since it’s hard to come by these days, I would definitely keep it. It’s probably just a little bit of tarnish and won’t effect anything.
Just shoot it.

In over fifty years of reloading I’ve used lots of it with no problems whatsoever
Load it, shoot it, and then clean it if you feel you need to.
I am by no means a subject matter dude here but if I wouldn't notice anything after scratching my fingernail over surface corrosion areas, I would load, shoot, and worry about tumbling afterwards, for the next round.
I see nothing that would stop me from tumble and shoot but it is disppointing to get new brass looking like that
