    Nothing really wrong with starting with cheap tools, you will know when it is time to upgrade them. If nothing else, look at all the practice your are getting at hand sharpening.

    A laminate should be cut with a rotary tool and a sharp bit. I cut laminate when I feel the need to be beaten with a bull whip, which is a very, very rare occasion. I have cut exactly one stock blank in a laminate, swore it would be the last. Every stock maker needs that lesson at least once, similar to setting yourself on fire.

    I struggled (a lot) cutting / trying to drill the magazine tube hole in forends for winchesters (hard local wood rather than walnut did not help!) so I ended up with a couple of short forend rifles - (which I quite like). Got a mill drill a few years back and last year got me a couple of carbide round ball cutters that cut a groove neat to the size of magazine tube(s) along with a 90x45 degree router bit for the mill that will make the channel for an octagon barrel ---ex ebay did not cost a lot and they work a treat - needs careful measuring and setup to get the barrel taper right but that ball cutter for the mag tube is magic. Lots of other gear do this better I guess but I dont have it and wood machinery downunder is expensive.

    That's the rasp I use. Its a real time saver. First I shaped stocks with an angle grinder with a sanding disk. When I get close to the right shape, I switch to the rasp. That saves lots of time.

    Can you glue it back together? It is a laminate, so a bit more glue shouldn't hurt.
