The hollow base in the Lee Bullet is not for skirt expansion, although I imagine if the alloy is soft enough the base will expand rather slightly. The hollow base is simply there to retain length for fast twist rates, but keep weight limited. I'm not surprised you found the Postell shot better cast out of a softer alloy either. The nose may be bumping up in size upon ignition.
