    Perhaps it is rust? I hazard this guess because we did a science experiment in high school in which we broke down a solution to see its composition. The one thing that stumped most of us was powdered rust. If it is rust, it could come from any steel jacketed bullets that have been picked up. I melt down range lead on occasion and have never seen anything resembling copper from the jackets come off in a powder forum.
