Crossbows in the US are considered archery. Some states only allow them for hunting with a handicap permit, others have a minimum age and some allow them during archery seasons without any additional requirements. Why would you think they are an air gun? Compressed air has nothing to do with the function of a crossbow.
Air bows blur the line since they used compressed air to fire the arrow/bolt.

In my home state crossbows are grouped in with firearms as far as permitted uses in hunting regulations. Air guns are also grouped with firearms.
In other words, if you are going to use a crossbow to hunt with them you have to follow firearms regulations and seasons. Crossbows are not legal to use during archery seasons. There is no air gun season in my state.

Crossbows are lawful for any person during the Archery-Only Open Season except in Collin, Dallas, Grayson, and Rockwall counties, where no person may use a crossbow to hunt deer during the Archery-Only Open Season unless the person has an upper-limb disability and has in immediate possession a physician’s statement that certifies the extent of the disability. An upper-limb disability is a permanent loss of the use of fingers, hand, or arm in a manner that renders the person incapable of using a longbow, compound bow, or recurved bow.
An Archery Endorsement is required to hunt deer during the Archery-Only Open Season. An archery endorsement is required to hunt deer, turkey and/or javelina at any time in Collin, Dallas, Grayson, and Rockwall counties, including during the general open season.

In NY crossbows are considered primitive weapons & most follow the muzzleloader regs. An air bow if legal would fall under the definition of a firearm. In NY air rifles are considered firearms! Definitions
