It's a propane torch HB or HP (Hollow Base, or Hollow Point) mould pin warmer. Inexpensively fashioned using a piece of welding rod.
The rough facsimile in the pic above is holding/warming a hollow base pin from a Lyman 525 grain Shotgun Sabot Slug mould.
I got the idea from an older post and image found here on Cast Boolits.

Take a $2 bolt, a Dial indicator, a Lee FCD, a spent 32cal case, add in 15 mins work and you get this....

Once your seating depth is set, with the handle down, zero the dial, and it checks each and every loaded round for OAL. It also ignores damaged tips of pointy casts. I use this on 9mm that I load.

I would guess the 'spent' 32 cal case is neck down in the die so that it indicates off the ogive and not the tip.
In the 60s I made a poor boys vib tumbler with a discarded recliner vibrator, some springs, and the drum of a defunct rock tumbler.
It worked, but the wife wouldn't let me run it at night. It sounded like a horse and buggy on a cobblestone road.
In those days dollars were precious.
I just got myself a new 3D printer and one of the first things that made it out there was the improved RCBS Rock Chucker primer catcher. Put in place with a tube attached, it finally gives functionality comparable to what LEE presses had forever. ... and yes, I went and bought green filament, so the final version will be a better matching color :-)

I can definitely print a few more if somebody here is interested. Will play some more until I get very good results and then post some here.
Good bit of kit, it sure would stand out like a sore thumb in that colour though. :D

Here it is in action. The color can be changed (black, white, red, yellow, green, blue, clear....) The last pic shows how it looks inside, the green one, I tried to put the second amendment on, but it unfortunately is too small from a space perspective to make it work... When you look at the pics, there still is a small gap between the catcher and the rear beam of the press, the latest design covers that as well...
