I have used 223 brass cut to cylinder length and circlips. I use 358 gas checks under and over the shot.
A small roll crimp holds it all together.

I did a lot of experimenting with shot cartridges in revolvers of several calibers. As mentioned above, size #12 shot has it all over the larger shot. Since the range is short (I got good results to 25 feet using #12 shot in Speer shot capsules). Pattern density is the answer and that you get from the smaller shot. They worked fine on rats in a barn, too.
