I picked this up at this past weekend and I haven't had any luck ID'ing it...

The only markings on it are:
"JHG"
"Serial Number 2"
the mfg date which was in 1985 and both main parts are stamped with a matching "2"
The seller told me it was very rare and that the gentleman that made it only made 3 of them before he passed. That is all I know. I'm not selling it, I will use it, but I'd like to know any history if anyone knows.

Sounds like you already know all the history there is, unless you can get the seller to tell you the name of the maker.
What are you going to use it for? Looks like some sort of powder measure to mix two different types of powder, bad idea.

Using two kinds of powder in one round can be a good thing. They’re called “duplex loads” and utilize a small charge of fast burning powder to take the flash of the primer and ignite the main charge of slower burning, more powerful powder. This was very popular with a kicker charge of fast burning smokeless behind a main charge of black powder. Some experimenters around the turn of the last century even went to triplex loads, but they proved to be more effort than they were worth. Note that with these systems, the different powders are layered not mixed!
Another possibility might be that this measure was intended to dispense powder then shot in their turns to load shotgun shells. There was also a Herters measure looked kinda like that.

I was thinking of that one too, jimkim. Maybe somebody saw the old Ideal unit and was talented (and stubborn) enough to make their own version of it. I believe that is their #2 model, or perhaps #3, and it almost surely was for shotshell reloading.
