Any suggestions on who could be relied upon to make a rifle barrel with 0.390" groove diameter?

That would be an odd size. there will be none of the button rifle barrels in that size. To do a cut rifle barrel in that size would require a cutter box to be made for that size bore, approximately .010" smaller than the groove diameter. This could be very expensive for a one off barrel. There are several shops that do custom barrels but they all use standard bore sizes, including me.

Just curious, what cartridge would this barrel be used for?

It's a 9.5 x 52 case made from a Mauser A base brass.

I think that you could use .375 barrel.. In millimeters the .375 bullet is 9.525..
