Shotgun sizer or crimper?

just guessing. There were a lot of single purpose shotgun tools on
the market years ago, this looks like it may be one of them. Take an
empty shell and see how it might fit into the tool to help figure it out.

It is a Herter's 333 shotshell reloading press. You are missing a lot of the die parts needed to make the thing work. It will load good ammo, though very slowly. Herter's first effort into the shotshell reloading market.
